Orlanth Victorious and the Lunar Occupation

Hi All,
I was wondering how the Culbrea tribe deals with the outlawing of Orlanth worship by the Lunars? The sense I get is that the empire can only really enforce that outlawry in cities, though people would be stupid to openly flout the ban, even at a truly holy place like the Hill of Orlanth Victorious. Does the hill have anti Lunar magic of any kind? I realize this is probably YGWV territory, but thought I’d ask. Best,
