The Lunars are aware of the sanctity of the Hill of Orlanth Victorious to the Heortlings. In 1613, they provoke an uprising by sending an army to pillage the hill (King of Sartar, page 145). I suppose that it is one of the places where Lunars or their clients mount a permanent guard. Additionally, Hofstaring, King of the Culbrea, was sent to a Lunar hell, so I'd guess that the tribe had invested a lot of magic in their Hero King, which would mean that after the defeat of the uprising, the morale and magic of the Culbrea was pretty low for many years.

The sacred mountains of Orlanth do generate Orlanthi magic and likely holy spots too. But this magic can be overcome whether by magic or mundane methods. At least, for a while...
