I agree with Nick and disagree with Nick here :-)
If a smuggler cult makes the campaign more interesting, then there should be a smuggler cult. Make the game sessions interesting enough and nobody will notice if every aspect of the socio-econo-mythic web doesn't make perfect scientific sense.
I would make Arin the smuggler into Issaries wayward child or something like that (at least that's what his (her?) worshippers think).
