Shields have a left hand Parry starting percentage of 25%. Most left handed weapons start at 5%. Full time warriors can train away this difference in a short time, but if one had to train a group of soldiers or warriors having them start 20% higher allows the trainer to actually accomplish something before the "troops" return to the fields.

The main advantages of two weapons are dual attack and having a spare weapon in hand if the other impales, breaks, gets knocked away, or is otherwise unavailable.
