While I agree with the general drift of David's comments, that this isn't (or shouldn't be) possible and/or easy to do, I don't think elemental availability is a reliable bottleneck. Finding an elemental is probably fairly straightforward for a typical shaman, and a decent number of cults have suitable Summon spells; frex, the Lunars have the Young Elementals, while I'd bet on Heler coming up with one for any crazed Orlanthi wanting to pull such a stunt.

While I'd be happy to be arbitrarily arbitrary in disallowing such excessively wacky ideas, it does raise a valid point: what exactly is required to "contain" a bound elemental, and under what circumstances may it be made to manifest? OTOH, it could be argued that attempting to make the rules exactly symmetrical for all "types" of elemental is something of a Foolish Consistency.
