The Great Compromise is an Orlanthi POV of why the Gods don't intervene directly anymore. The Pelorians don't agree with it, as well as many other peoples. That said, the Red Moon Goddess _is_ firmly integrated into the Godplane, same as Orlanth. That was the result (if not the point) of the Battle of Castle Blue.
The RMG is not a Chaos Goddess. Her Runes are Life, Death, and the Moon. She merely sees Chaos as a fact of life, and occasionally usefull as a tool.
