Throroughly brainwashed? Even better. And what a great lunar quest: to free the captive emperor, just to find that he no longer wants to be freed. Btw, just the kind of thing the current RE's political enemies (if there are any such) would send their big shot adventuring cronies (lunar PCs of course) off to accomplish.
