I'm not convinced this is true. I keep reading of things like a town were it's illegal to spit into the wind and of another were it's illegal to keep a goat in a bathtub. Presumably these things happen once, someone with some clout gets upset about them, the law gets passed, and precisely because they are things that people don't do no one tries to get the law changed.
