I think this is the best explanation. Scholars of magic may have noted that the power of magic is reducing through the ages. Perhaps Leonardo has extrapolated this trend and has foreseen a future where magic is old fashioned nonsense that doesn't really work. In such a work, he figures, scissors, and helicopters and such like would come into their own. If only he can invent a 'patent' system his future is assured.
