Or simply 1W in the applicable Keyword, I'd have thought, which each seem to contain a handful of abilities. (Or the proverbial Reasonable Facsimile, as per Keywords being more Indicative than Prescriptive.)

Only four increments, right? (Assuming the 'high default' that was under discussion.) Mind you, I'm pretty vague on how hard an increment might be to come by... (Obviously all the slower, the more abilities that you need to do it for...)

On the third hand, if HW says little or nothing about 'Rune Levels', other than saying that a Storm Voice is a priesty, blustery, maybe- -a-level-of-mastery-or-so typa geezer, I'll be perfectly content. Even certain RQ2 (gasp) era sources made it clear that such ranks were at least in part socially determined. ("Wanted, Rune Lord of Pavis. Apply within. No experience necessary.")
