On what economic model can you possibly justify this? Who built this Old Pavis road before the city was built anyway, did the slaves build it as they walked?

The River of cradles valley still has a population of oasis folk farmers, the Port of Sog is not destroyed. They could escape to the sea, where Giants and nomads are unlikely to chase them.

Pavis, the Faceless Statue, a few companions and minor allies, and at least a large clan of Pure Horse people come an defeat the animal nomads, Waha, and the Giants
in the Too Tall Battle. [magical interlude - Faceless Statue commits Utuma to integrate it with the entanglements of the universe] Pavis instructs dwarf masons to build most of the city, in return for Organstones, while Joraz and people, and their herds graze in the flat pastures within the walls.[magical interlude - Pavis, usin Dragon Magic- manifests his Dream of a city]. Waha , at the Paps is injured and the EWF send a force to do him some more harm (but also, IMO/IMG, to try to make Pavis an Imperial Wyrms Mind City). Pavis uses a bit of diplomacy and helps heal Waha, (and helps keep his city independant of the Wyrms Mind Collective). Meanwhile Joraz, also seeking a peaceful settlement, gets his herds un-tabooed by making them zebra. Pavis and interested students study draconic mysticism whilst Joraz effectively runs the city, treating the urban city folk in a similar manner to Grazeland vendref (similar but not so master/servant), including buying of slaves from Morokanth, from the Jrusteli, and from anyone else with an interest in selling slaves for magical artefacts.  

Most non Pure Horse settlers are wannabe-mystics come to study with Pavis, agricultural slaves bought by the Zebra/Pure Horse, or Jrusteli adventurers seeking Cradle Loot, until the time of Thog and the land grant to Arinsor Clearmind. (these wannabe mystic include wannabe masons who seek transcendance through masonry, or something like that, can't imagine a similar thing in the real world)

 The oaths are still re-enacted today according to the Pavis  cult writeup. Pavis remains in existance because of these  oaths.

So the destruction of the city by Jaldon was a part of the deal? So the constant raiding until the Troll Occupation was in the small print?

But it did have an entire suburb, Oldtown, devoted to Jrusteli Immigrants. (as well as an entire suburb devoted to Zebra people). Which entire suburb was devoted to this mass of Theyalan craftsmen?

 But no mention of slave trade from the sea. So the farmers  came from Dragon Pass, no?

There is no specific mention of the Pavis road, but you seem to think that is the only alternative.

 So was the City friendly to the nomads or not in the Imperial Age?

I think this is a stupid question. It was obviously not friendly when there was a siege going on, nor was it friendly when the Too Tall battle was happening, but it could have been friendly, at least enough to trade, temporarily, on and off, soem tribes less hostiel tha others, etc etc.
