I am of the opinion that the published articles DO present Pavis as a city of
horse nomads, at least prior to Thog's occupation. All the building is on the
hills, leaving the flat land for the horse/zebra herds. The ruler is a Horse
Khan (Joraz), who founds a dynasty.
