Levitation is, AFAIK, a Solar Power but the Lunars are able to do it much more easily. The worshippers of the Blue Moon are incapable of levitation. Her Pelorian worshippers rely on Batwings (either magical or inherited) instead.

It breaks cosmic laws or rather it is carried aloft by the groans of the dying cosmic laws that it breaks by simply existing.

Dragons are not illuminated but yes, they understand the unreality of the Cosmos.

Simply strapping wings onto his arms and flapping will not do the trick. He would actually have to duplicated the motion of the bird's wings and this requires some sort of orinthropter.
