This is a statement from the Fortunate Succession which really only talked about the Bureaucrats within the Provincial Government. This measure was introduced because the previous Provincial Governer abused his position to enrich a Kingdom that he also ruled.
It's not intended to mean that every scribe in the Provincial Government worships Buserian, but that their offices are headed by Buseri. Most provincial scribes would be Irripi of the Seven Mothers or even Lhankor Mhy types. I doubt that Irripi Ontor (Heartlands) would at all be interested in a provincial career and the Viziers may have simply lost out on an opportunity to expand their influence (Celestinus is from the Ebon City so he _may_ have a Pelandan background which means that he would hate Carmanians).
