I had mixed feelings about the Tales #17 material also. (I wasn't involved in it, except that some of the terminology used therein is from a Gang of Five discussion on Vormain from way, way, way back...)

Indeed. I'm not instantly sold on a direct parallel in this respect, but you never know. Whatever 'unorthodox' religion _is_ in Vormain may certainly be persecuted to an extravagent extent -- but nothing unusual in that, either... (Japan has also periodically persecuted Buddhism, and/or particular sects thereof, though perhaps not so notoriously (to say nothing of recently) as China.)
