And the fact they turn into dragons isn't sufficient?

The Kralori actually go to Summerland Heaven which is also known as Vithela. But the most powerful Kralori do not wait for the Emperor to Pass on, as they can already go there by virtue of their draconic status. The Palace of Excellent Reward is for the vast majority of Kralori who do not have the time to study Draconic mysteries.

But the Dragonewts do _not_ integrate themselves into a transcended draconic whole. They seek to become dragons. Hence this "defining characteristic" isn't.
