When I was running a 1st generation HW playtest group in what seems like another age, we discovered that "working" the system in this way was very effective in practice, reducing extended contests to simple statistical probabilities which were very rarely overturned. Of course, such gamesmanship runs counter to the spirit of HW, and should probably be discouraged. Such decisions should be based on Role playing, rather than Roll playing, but while the system invites the first, it does nothing to discourage the second.
