Hello All,

  In SGU we cover this. Lunar citizens are only subject to Lunar law. Once your have proven your citizenship to the local authorities they must hand you over to the appropriate Lunar authorities. This is not to say that the local authorities in Prax know this or that you can actually convince them that you are indeed a Lunar citizen. (Says you! Where's the proof? What's this paper? I can't read. String 'm up!)

  Lunar nobles or parts of Sor-eel's household have the standing that Sor-eel givies them; and the peace that is afforded by nasty bodyguards.

  Sor-eel's bureaucrats and administrators would have a status depending on their citizenship. Many will be Imperials. As many will be locals. The Locals are subject to Praxian (Pavic?) law unless the Empire has completely replaced the indigenous government.

  An aside to this is that non-citizens who can make it to a Lunar temple or to the Lunar authorities before arrest can become provisional citizens on the spot and face judgement under the Lunar laws. Their citizenship is provisional based on satisfactory completion of sentence. They do tend to get heavier sentences than normal citizens but this would save them from a particularily nasty local law (IE Dara Happa: He ogled your daughter m'lord? Put out his eye).
