One should not overlook another important fact here: the Xola Fel is the only river in Glorantha whose mouth opens onto an ocean rather than a sea, thus providing access to the underworld. This is why the Giants used it to float their cradles downstream (at least, according to Sandy). I have a feeling the Lunars wanted it for a similar reason.
