Yep. Yelm (and probably more than a magistrate, but a lesser noble with other responsibilities) if from the Dara Happan Tripolis. Idovanus if from Carmania. But if you mean actual Lunar law, thats a good question. Ithink that Lunar Law is a bit different, but not as universally applicable - a Lunar citizen generally has to appeal to it, and probably is not able to in civil cases. I don't know whether it constitutes a separate court system, or just separate options for sentencing (such as submitting to DX).
Like Nick, I think Lunar Justice springs from the Red Emperor. He is the living combination of the Emperor, from which all Justice springs, and Rufelzas Mercy, and thus the source of Lunar Justice, which is Justice tempered with Mercy.
