I would say it is intended to be exclusive to men. With their blinkered outlook, they should have the odd problem with female cross-dressers trying to sneak into the cult.

Dendara is mentioned as having comforted Yelm when he was in Hell so I don't think so. However the Entekosiad does mention a Black Dendara, "the ghost of the Living Goddess, haunting the fallen sky. It was horrible to behold." (Green Pages Entekosiad p63) that appeared in the Sky after Yelm was murdered.
