Failed? Did she? Remember, this is the same reliable historian who chops four years off her five-year reign, and tells large porkies about who actually re-lit the Flame. He says that the LBQ is intended to "bring new life and health" to the participants: and this simply isn't true. If that was the suggested aim, then of course it failed: but I don't think it was. She was trying to bring back someone from the dead: maybe Sartar, maybe the Pharoah, maybe someone else. Getting through the quest without injury to oneself or one's bodyguard would be a nice extra, but it was never the object.
In fact... that rather damaging fight was the "Conflict Phase", where we told that "normally" (an odd word to use about an LBQ?) a polluted icon is destroyed. The nearest match in the LBQ description (p168) seems to be the fight against the Devil. If she got as far as that, and in fact won that fight (just), then I'd say the quest succeeded.
