If you are getting a benifit for your clan or group, the power becomes
a blessing that the wyter can use on its members for as long as the
success rating indicates (eg, Minor Victory in the HQ is a year, I
think).
If you get the benifit for yourself, its permanent and often very,
very powerful -- as good as the (presumably relevant) skill you put up
as a wager. At least that's what I recall Greg saying.
