And whatever happened to positive improvisational modifiers? How about a specific "Resist this poison" ability rating of (the default) but with an improvisational modifier of +8 for a net 14. In this case it is only worth looking for an other ability to improvise from if, after the negative modifier applied to it, the net rating is above 14.

I am against improvisational modifiers only ever being negative.
