I agree about this circumstance, certainly, and perhaps also that it's the "usual" case. But I get the impression people are interpretting the rules that you _can_ HQ for a(n increased) mundane ability, and I'm not at all sure that they're completely wrong...
Granted you can finesse this to a significant extent by the "you're questing for an especially funky augment" rationale.
