Well, I suggested the narrator should be allowed to disallow improvement, but it wasn't at all poor, so you must mean someone else :-)

I do not see that implication.

Wasn't that part of his 100 words? If so, that wasn't Cemented, it IS an ability, just one with a 'prop'. The difference to me is, an item created & defined by the narrator, & introduced in a game, can be cemented, and comes with a predefined rating(s), set of powers, and possible restrictions (like how, or if, it can be improved). You can 'create' new items of your own, or redefine an item found during play that wasn't specified for cementing but might be useful (our lot have 'Amulets of the EWF' - no-one has any idea what use they might be), and those would start at 12 as usual.
