I would slightly change that, in that if the goal was "Kill 'em!", and you win, then they certainly do not get away (unless you use slow, unstoppable poison, or a deadly disease spirit, or...). They may only be stunned, but they are AVAILABLE for killing, should you be in a ruthless frame of mind.

Likewise, if the goal was "Run away!", and you win, you may only stagger away, but you should get away. If the goal was just "Defeat the enemy", then driving them off, killing them, capturing, all are applicable. But again, it is the intent of the players/characters that matters, defining a goal isn't a word game. Just because they say "Defeat" doesn't mean they are not ALLOWED to kill, or if they say "Kill" they may be prepared to let some get away to spread the word.
