That's definitely true in any RPG, but in HW less so than others due to the nebulous meaning of APs and wounds. In RQ the Gm had no choice as to whether an NPC was defeated by falling off a ledge, decapitation or just blood loss. The game mechanics dictated combat results in detail. In HW there is a _lot_ more scope for interpretation, and so it's easier for the players and GM to push the results in directions that suit their sense of drama.
