Some players spend hero points profligately on bumps. Thier characters are far more successful than their apparent abilities would indicate. In Glorantha, their friends might wonder if this is luck, fate, or divine favour. Note that luck and fate too are real, personified forces in Glorantha.

[Graham, Andrew] Personaly I always considered HP expenditure to be like the bit from "Mordin defends the camp" story where he casts a magical attack at the on comming riders and puts a bit of his soul behind the magic for added effect. This was commented on as having been taught to him by someone else, which might be why not everyone can use hero points.  

So from this view point hero points are part of your character, so are his to control once earned.
