No, it is the correct sequence. The game RULES determine the world scale. The rules say that a character's first W2 ability can occur in their 17th game session (assuming one increase per week). The determined CAN do it in less, but I've never heard of anyone doing so...

Given that the game system is set up so that W3 appears superhuman (i.e. someone dedicated could do make that level in about a year. Many people will take longer.) I'd suggest that having W3 chunks makes more sense, if you really want to have chunks of similar size.

Oh, and the idea of 'someone with a mastery never fumbles' is a red herring - in practice, most rolls are opposed, so the only relevant comment is 'someone with a three mastery advantage never loses'.
