Absolutely - a cheetah should have a Run Fast 15W2 if you expect it to consistently beat "normal" Heortlings with Running 13.

My opinion is that HW ratings measure how useful an ability (or attribute like Large) is in a stressful contest situation. Not how good but how good under pressure.
