They do seem to have entirely disappeared, but I'd say there was an element of this in the Heortling hobby of 'beat up your neighbour' - not only is it accepted that you'll retaliate in kind, it's expected. And of course Heortlings don't kill Heortlings without severe justification, that's just natural survival instinct.

True, if you intend to enslave or sacrifice your enemies they do have to be kept alive - but carefullt watched! Just so long as you're not dumb enough to let them go free to try and kill you some other time! Non-Heortling enemies, after all, are not bound by your customs, and cannot be expected nor trusted to abide by them.

And on the reverse face, I would consider NOT CdG-ing a chaos creature grounds for Divine Retribution - harbouring and aiding Chaos.  

And then there are the Ernaldans - not much point in following the Virtue of 'Unmerciful to Enemies' if all you ever do to them is smack them on the wrists and tell them not to be naughty boys anymore!
