The cavalry officer jumping his horse over the trooper is one way to win the overall contest, therefore it is part of the overall contest. You can't do it as an unrelated action, because it's not unrelated, it is very much related.

If the cavalry guy uses his horse riding ability, then you continue the contest as normal and if he uses it to bring the trooper down to 0 AP then he jumped his horse over the trooper to win the contest.
