Well, you could always give the *players* a time limit - "Okay, you guys are facing these Lunar scouts. You have two minutes to write down your augments for this fight. ... Okay, Time's up. What have you got?"

You could vary the time alloted according to the Fear factor of the opponents - "It's only three trollkin, take five minutes." "It's Tyrannosaurus Broo and the Leaping Ickies, you have 30 seconds. Go! Go! Go!"
