I don't tend to do this at all. That is, Ripley is pissed off because Newt is threatened. So it's playing on her Relationship with Newt, and her 5w2 Maternal Instinct. I'd use these as the Abilities in question. Anger is merely the channel of the effect from the relationship into actual effectiveness. She could get a bonus due to Joy if she were to see Newt get married or something.

Think of it this way. If you don't use relationships this way, what are they for? Merely manipulating the other person? Nope, they're for empowering the character througth their values.

Now, what makes a "reasonable" level for a strong relationship? That's another question. Apparently a 17 is pretty strong given some of its effects. But Frodo and San get waaaaay more (sorry for the ME referece). It's Sam's "Loyalty to Frodo" 10w3 or whatever that allows him to angrily anihilate a whole tower full of orcs. Without that relationship, he's just another dead hobbit back in the first book somewheres.
