Slightly sloppy wording from Roderick. You would need to spend the three hero points over three sessions to get the increase at this rate. +3 in one go is a lot more expensive. There's a handy table of all the improvement costs near the back of the book, along with sample resistances, magic modifiers, and all the tables you'll need.
