Another rune metal enchantment question

I've noticed that this bonus is equal to that gained by a non-rolled augment. Does this mean that this bonus is in addition to the augment, so that for instance, the copper armor with a 13 rating will actually get a +2 bonus, or does it get only the normal +1 bonus, which would make no better than enchated bronze armor with the same rating?
