The rules as they are also give a benefit to those who use weapons over those who don't. Unarmed specialists facing similarly skilled opponents have a +1 to +3 advantage to overcome.

This is appropriate--as fighting bare handed is hard, especially against guys with pointy or sharp things.

I suppose the unarmed specialist's advantage is that pretty drastic action is necessary to disarm him.
