The same.

The hero plane is pretty much the same as the Middle world when it comes to magic - yes, it's seperated from the Middle World by a 10w3 barrier that you have to cross, but crossing that barrier doesn't get you any "closer" to the Otherworlds. You move "sideways" when entering the Hero Plane, and the Otherworld barriers are still just as powerful as they were before.

However, there are periods in the Hero planes where the barriers are lower (or gone entirely). The Great Darkness, to use a Heortling myth-time, is a time when all the barriers are totally down - there is nothing seperating the living and the dead, between god, spirit and esence, and nothing between sanity and chaos.
