Initiates raise all the feats in an affinity when they increase the affinity. The only difference is the -5. About all I can see they get (mechanically) is the cult secret.

He goes on:

"I'm tempted to let people buy stand-alone feats from
their own cult, but with the limitation of it starting at 13 and not increasing with the affinity, even if that goes against the rules."

Same here. This could be either great minds thinking alike or fools seldom differing. It's not really cost effective for an initiate to learn more than a single feat this way, and only then if he or she really intends to specialise to the point where it's much higher than the affinity it's based on.

"But what about learning a new feat in the same
affinity from some other cult?"

Or even the same cult. All Orlanth Adventurous subcults add a few Wind or Combat feats to the basic repetoire. Perhaps a way to handle them would be:

It wouldn't surprise me if the Lunars quite happily dished out feats to any interested Heortling. However, Issaries priesthood might have something to say on the matter.
