And if you look at it from the stand point of "no one knows what Hero Points are" then it really makes no difference. (In five years of my campaign, the heroes have met two characters who spent hero points against them, and maybe 3 others who had them to spend.)
The way I run it, almost no on in the world ever gets a hero point, so it doesn't matter how much it is worth.
"Normal" people improve through directed increases.
