This doesn't vary, really, from the use of any ability, though. Right? I mean, the narrator tacitly allows the ability use in a situation, or he penalizes it, or disallows it with an automatic failure improv mod. So this is all part of the same process it seems to me.

There are no automatic uses of any ability in any circumstance. Just ones that the narrator is more or less likely to OK.
