Thanks for your comments everyone. This makes a lot more sense once you realise that the restriction applies to the Use Grimoire ability, not the individual spell abilities.

I like Jane's attempt to visualise the practical problems underlying this restriction. The rules also note that individual grimoires can come in several volumes, so we can imagine a poor misguided adept flitting from spell-book to spell-book, or flicking through the pages of a single huge one, muttering "Now where did I put that eye of newt?".
