I like the way you think.  

I have two concerns, though. One is the possible loss of the fun that comes from going with the most approprate ability rather than the highest. The other is that this will work with abilities up to the M2 range, but it will quickly get very silly after that. M3 advantages are very significant, so people will be compelled to spend 1HP/roll just to stay in the running. That could get expensive.
