I'm sure we can find more interesting things to talk about than how far you can travel in an hour with "run fast 17"

We'd use the resistance set by the Narrator at the time (or use our normal methods if we were narrating)

If the scenario sets a resistance then, yes, it would be good that it was "sensible", but otherwise I don't see that it is important that my group had to face a resistance of 17, yours faced 13 and Ash let his group get there without rolling. Or even that someone else ran getting to the fort as an extended contest, providing everyone had fun playing...

This is what I mean by "Sensible" Travelling 10 MPH shouldn't fluctuate daily between 17 and 10W3, but does it matter if it is 17 this week and 1W next week - especially if it is not the same 10 Miles you are travelling?

Being "sensible" is important. If I say "OK it's lunchtime, and the fort is 10 miles down the road" then you would expect to easily get there before supper, and would be legitimately upset if, without further explanation, I asked you to beat a 10W3 resistance to get there - but how difficult is asking/saying "10 Miles, - so we can walk there in a couple of hours no problem?" to which I can either say "sure" and we carry on or "Normally, yes, but because of <situation X, Y and Z> you'll need to roll to make it", allowing you to pick abilities and augments for the contest, or even "Bugger, did I say 10 miles, I meant, errm, 30 miles 0 that sounds about right" - although you might suspect railroading in the last case!"
