"Bind how?" is my first question... Does he want to bind it into a Charm, or a Fetish? If he wants a Fetish, use the "Befriend a spirit" contest on 137. If he wants to make it into a charm, use the "Create a Charm" rules.
As Peter notees, Practitioners only deal with Friendly or Neutral Practice and Tradition spirits - their skills are not up to wrestling things that aren't at least neutral *and* that they know how to deal with (part of the [Practice] or [Tradition] Knowledge ability)
Shamans are the specialists at dealing with any and all spirits.

Even Shamans don't make captured spirits part of a Tradition/Practice. Being part of a Tradition/Practice is a link between the Spirit and the Great/Majestic Spirit, not between the Spirit and a Mortal.

Practitioners can befriend and en-fetish Friendly/Neutral Practice/Tradition
spirits, but not others.
Shamans can en-fetish anything they meet (assuming the contests go their
way, of course).
