Its not in the rulebook, no. But rune lords still do exist, and are *not* the same as a devotee (for instance, they must spend 90% of their time devoted to their god, rather than just 70%). They are described in the HW FAQ at the Issaries site (www.glorantha.com/hw/hw_faq.html)
