The HeroQuest rules are generic, so there are better mailing lists to ask about Gloranthan metaphysics. (Or, to answer Kevin's question, Carmanian metaphysics.)
But we do cover runes in the Appendix, so here's a quick answer: Yes. The runes are essential building blocks, so the personality traits are universal. But if you're from Dara Happa and all your kin are embarrassed half to death every time you exhibit Air rune personalities, you will express those somewhat differently than if you were an Orlanthi, where everyone is encouraged to behave that way.
And don't forget that while you may be notable among Dara Happans for your passionate, unpredictable, violent pride, unless you raise that Air rune affinity, those traits won't be all that powerful.
