Depends whether you are allowing bumps after the roll, or forcing them to be "blind" - If the player is chosing to bump once he knows the "base" result then they are making a definite choice to fail (or succeed less well) in return for the increase, rather than gambling.
I'm not so sure I like the same HP both adding to the current contest and improving the overall ability though...
