Sounds very FATE-like, but I don't see why not.

I think the point of what you quote is that most of the time, it's simpler to wrap things up in a resistance, and not have the GM put modifiers on the player. But sure, if the player changes the situation, there could certainly be a modifier.

Sounds pretty complex, though perhaps if you remove more than one RP you could split that among multiple friends.
